Probably they could have should have but I know what tire store of a co-op that it costs the co-op half a million dollars because they put a patch too close to the sidewall of a tire and it turned somebody into a paraplegic when the tire blew. And that didn't cost the insurance company That cost the owners of the co-op That was a whole bunch of farmers. Liability, lawyers, and courts, are already nasty things, You want to avoid all of them at all costs.
Not supposed to put more than two patches in any tires and no patches in steering tires on semis. You're right nothing will happen 99.999% of the time but if you do it and something happened your insurance doesn't cover you.
