Southern Pa. | Yep, no shifting in an intersection or when crossing RR tracks. Don't start out in 1st, it's too slow. Empty 3rd or 4th should be fine. Make sure to keep two hands on the wheel aa much as possible.
Like another poster said, it can depend on their mood. Same thing applies on a roadside inspection.
I think some of those DOT fellows have nasty wives!!
