The iPad should be able to charge, or at least get enough power to not lose battery life. Is the iPad plugged into the USB port labeled iPad? The other thing to try would be swapping out the charging cable, I’m told higher quality cable (like the one the iPad comes with) do a better job than the super cheap cables you can find on Amazon. I haven’t actually tested that myself though.
