The winners are the people handed a government monopoly at the time enacted, or the original quota holders.

There are two basic ways to get rich: monopoly position or government contracts.  Quota is monopoly position.


Supply management works when the .gov thinks having a domestic supply is a national priority.  In an unfriendly world there are lots of needs for domestic supplies (ask China) but methinks Canada has few enemies and fewer enemies able to effectively confront them.
