How many kernels per row? How many rows?
It looks to me like 30 or so kernels. To me that says you had an earlier stress and then later in season was better and you filled out a limited number of kernels. Even if that scenario is wrong, those kernels are deeper than they would have been at a higher population.
Check what position those ears are on the stalk. Are they all in too position?
