1. Yes, it takes into account the latest satellite health statuses (stata? stati?) It's been a while since I've used the software, but I believe you can view the health of each satellite, and select to ignore the unhealthy. It is only a projection, not a "real-time" tool. If the satellite gets shot down and the almanac/ephemeris data you're referencing has not been updated to reflect that information, then your software will still think the bird is in the air.

2. I've always used 8 degrees as my cutoff. Out in the middle of nowhere, with no trees/buildings/other obstructions, you might be able to push it a little lower, especially if dropping from 8 to 7 or 6 will bring 2 or 3 good healthy sats into view.
