Subject: Trimble planning software question

I was using the Trimble planning software to look at satellite coverage during different times of the day using different elevation masks. A couple of questions....
1) This software is a tool that can be used to predict which satellites should be visible in the constellation from a specific location within the time frame selected? Does it check to see which sats are healthy before displaying results? Does it have any way of verifying that the sats it thinks should be in your viewing angle are really there or is it simply referencing a table and displaying the sats that should be orbiting your area?
2) I realize as your elevation mask is lowered lower and lower that it negatively effects your accuracy. What is an acceptable viewing angle? Is 7 deg too low or can I push it even beyond that? How much of an effect could it have on your accuracy when running in a state wide RTN?
