| Back in the engine compartment beside the batteries. The little stand that has the two solenoids and several circuit breakers on it. Clean the mounting surface where it bolts to the floor and tighten the bolts that hold it down. If the base is not clean, shiny and tight it will make the solenoids flash and not only make the engine surge but it will also give you all sorts of funky error codes on the display in the cab. Been there done that. Took about 3 years to figure it out. No matter how many time I replaced the solenoids they will not work right without a good ground.
