| Probably raised the compression ratio a little, and put in a stronger (like the Nippondenso) starter. There have been many reports of doing a valve grind and making their starting much worse because the valves don't take up as much space in the combustion chamber. Likely wear has contributed to that on your tractor too. Some suggest a valve job in these should always use new valves and seats to keep from lowering the compression ratio. Valves with overthick heads so long as they didn't hit the pistons might be a great help, if the starter could crank the engine.
I have some service bulletins from that era, but I've not memorized the diesel parts because my 4020 is gas. There probably are some comments about cold starting. At least they could come with plumbing and a support for the ether can. So the need was admitted.
The '30s seem to have the worse reputation for cold starting. My gas 4020 doesn't have such a problem. Its just always thirsty.
