I would look to the leadership of Congress both Ag and overall. Thune, Stabinow, Peterson,etc. Those states with representation in high places. IL lobbied for the 10% PP upgrade I am sure, but were not leaders in the grazing part.
Edit: IL usually runs in that 25-30th ranked state for number of head of cattle.
