I agree with your first post saying there is no room for bad ones. The main point of what the LE wrote was there is no systemic racism in the LE forces due to quite extensive screening. Unfortunately, there is no way to screen out 100% of the bad ones. No one, including yourself, could do it. The best we can do with those that slip through the cracks is remove the problems as they occur.

There will be bad people in whatever industry each of us are involved in. Imagine being held personally responsible for their actions. Those crying about unfair treatment really need to reflect on their own actions.
