Tell the buyer to look into a Vermont registration as a way to get a title. Vermont does not title vehicles over 15 years old. You send off for a registration with your bill of sale, get issued one, then use that to apply for a title back in your home state.
This works fantastically for vehicles like that, and is popular because it can all be done via mail. He will need a VIN though, so do some research on what is accurate to put on your bill of sale.
