The flow meter does NOT control the flow. It only reports the flow information to the display. Then the operator can manually adjust the control valve with the Rate 1/Rate 2/MANual switch set in MANual. If in Rate 1 or Rate 2, the system does this automatically.

When you hooked it up to a 12V source you were able to open it up. Did you try the opposite polarity to see if you could close it down? This would prove if the control valve is functional. If so, the problem is likely in the green and yellow wires leading to the controller.

If you must spray, trying adjusting any other hand valves or the pump speed to get the applied rate down. Do NOT restrict the inlet to the pump in an attempt to reduce the flow.
