Depends on the bottom of the creek and depth of water but if it is not solid footing and especially if water is deep enough only need 2 wires strung across from a couple street posts driven into edge of water.

Yes you have to rebuild every spring after ice is gone and occasionally after a high water event but few cattle will do much pushing against the wire from the water.

You can string several strands with another steel post or 2 from water edge to a good anchor post on high ground where a proper fence will continue but of course high water events will require some maintenance there too if in flood plain.

My experience is spanning a wider stream. Keep wires just above where water level is most likely highest other wise debris will gather and pull it down.
