The Raven motorized control valve does not provide a 100% blockage when fully closed which would agree with your observations. As you may have noticed they do not open "wide open" as one might expect. They can move from straight across closed which prevents the majority of flow to about 80 degrees open rather than fully open. This action is controlled by limit switches on each end of the travel. The reason the valve is designed to only go 80 degrees rather than 90 degrees as one might expect is that the last 10 degrees of travel doesn't change the flow much. If the valve were allowed to go that last 10 degrees, there would be a considerable time delay when the valve needed to move back into the more usable range.

The motor in the control valve runs off 12 volts. It is possible to test this type of Raven control valve by connecting it directly to a 12V source. Connecting one way should cause the valve to open and eventually stop. Reversing the polarity should cause the valve to close and eventually stop. It should take around 8 seconds to go from one extreme to the other.
