So that it dries out before July. When the soil is frozen the majority of the year, residue doesn't breakdown as fast as it does where you are.

Then whys he hoping for rain?


That's a better question. I think he worked the ground after burning it, and now he wants a rain to mellow the clods out? It will dry out reasonable fast if that what he did.
