I think one problem with limiting the number of people in a gas station, convenience store, or similar facility is enforcement. They can put up signs & ribbon & tape on the floor....but what is the clerk that's making $8.50/hr supposed to do about keeping count? And, if too many enter the facility, then what is the clerk supposed to do? Close up?

I suspect that's the problem in many high visibility stores.
