My brother made a transmitter from a kit back 20 some years ago. Pretty sure it was legal. Back before WiFi, we used it so we could listen to our mp3 collection on the house PC while we were in the shop. I think we could pick up as far as 1/4 mile away. Our old church broadcast their services that way as regular course of action hoping that the nearby town folks would be interested.
