S Illinois | Here is a conversation with ethanol plant manager(first few minutes of program). Didn’t hear a real honest answer as to exact date, but I would imagine many ethanol plants are facing the same thing. The only thing this plant may have going for it is it’s location to oil refineries. Palestine is on the south eastern edge of IL which isn’t far from S IL oil production/refinery.

Edit. Just a little clarification on its location. The plant being talked about is about half way between Terre Haute and Vincennes IN on the IL side of the Wabash River.
