| As he stated he showed no symptoms. He never said that he was never around anyone who had it. I imagine nearly all if not all of the senators and representatives have been around at least one person who has it. Are they all getting tested. Are they all self quarantined? He did because of his reduced lung function. It is not that hard to understand why he did not self quarantine until he was tested.
