I am aware of those issues. I think the R-calf letter deals with them fairly clearly.

Edit to add: What's wrong with beef being labeled: "Product of Canada, (or Mexico, or Australia or ...)" ? 

I think the folks that are afraid of COOL in beef are the packers and retailers selling cheap beef from places like Brazil or India or ... alongside premium beef from the USA or other places.

Shouldn't the consumer be allowed to choose where his beef comes from? Some consumers probably don't care. Some consumers do care and should be given accurate information to be able to make their own choice. Country of Origin labeling of beef is an idea whose time has come. Labeling will come eventually.

bull was semen, used AI, from England,
bred cows raised in Montana
that calved in Alberta
calves backgrounded in Saskatchewan
finished in Ontario
butchered in Iowa
meat being sold in Long Island as 'Herford select' - - - - - ?

What do you write on the label?
Overall process is in 3 different countries - - - across huge distances.
In anything but the very very simple cases the R-calf proposal is quite useless. In the complicated cases - - - - the proposal is hugely inflammatory.
The proposal makes the assumption that ALL the cases are simple - - - - they aren't - - - - - even if everyone wants them to be!
