you would need to lead it, but not as much as if you were standing still

the reason is not because of wind, but because of air in general.......even if the wind was perfectly still when you go 50mph in a car (say you were going north and firing to the west) you have a air resistance working against you and when the bullet is fired it no longer has the momentum and power of the car behind it yet it has the resistance of the air against it just like the car does.....so while the animal is still under power at 50mph (heading north) the bullet will be slowing its northward movement because of the resistance of the air so it will not be keeping pace with the animal or the car it was fired from.....the bullet will have northward movement, but it will be decelerating to zero MPH northward the longer it is in the air

if in a vacuum I believe you would not need to lead it......similar to being in space and pulling a space shuttle up next to the space station and then both going thousands of miles an hour around the sun and tossing a tool from one to the other.......or working attached to one and letting go of a tool......as long as the tool has no force behind the release (it is just let go) then it should stay right there next to you.....even though you will both be going thousands of miles an hour
