I'll bet that story tops the list for that 911 operator Unfortunately probably not. There seems to be a rash of really stupid people calling 911 ... although Florida and California seem to have a disproportionate share. (This came from a web site, but when I try and copy the address it does something weird.) Illustrative of this is one Florida man who dialed 911 numerous times to complain about mayonnaise and mustard being left off his Subway sandwich order. Another man in Hayward, California made as many as 27,000 prank calls to 911, telling authorities he made the calls "because it's free." Non-emergency 911 calls account for 20-45% of cell phone calls made to 911 lines in California, and up to 50-80% in Sacramento.
In fact, it has gotten so common you can buy CD's with hours of recordings of stupid people calling 911 (see http://www.realwacky.com/)
