We've built and maintained our sites for years with Microsoft FrontPage, which is no longer being updated, so we've been poking around at various options. Dreamweaver is one of them, certainly for one site. But one of our sites is "content rich," meaning a whole bunch of files. We're looking at various "open source" CMS software, like Joomla!, Plone and Drupal. Drupal is kind of the choice right now. It looks good from the standpoint of posting a lot of pages and maybe having someone do it who's not computer savvy, plus you can generate news feeds, run a blog, social groups, etc. With any of these there's a learning curve. We're talking about one person here doing a Dreamweaver seminar, and I've also approached the computer teacher at the local high school about hiring a student who's good with the software. I hate to give up FP, though. It's almost like a trusted friend of the family.
