| A few thoughts. First of all, anybody who's familiar with Vilsack was expecting this. Secondly, not every farmer's land can have a windmill on it just due to geography/wind. Secondly, if you rent, it would not get you anything. Fianlly, wouldn't the largest landowners get the most payments since they would likely have the most windmills. So, payments would actually be targeted to "large agribusinesses" which Obama said last night "don't need them".
