You have to understand radars are not "live." The radars scan the atmosphere in multiple angles. It takes the radar dish 4 to 7 minutes to complete and entire volume scan.
The general public is only interested what happens closest to the ground (base elevation) but for the meteorologists at the NWS they need to know what is happening higher up in the storms.
Thus, radar images will always be ~5 min behind. Yes, in fast storms that 5 minutes can be a big difference. Plus sometimes the network can get slow and some websites get behind, so the image may be 10 to 20 min behind. Thats why you should ALWAYS check the timestamp before making last minute decisions to try to beat a storm.
