Why not base it off approved RMA yield x acres certified x 4 year crop rotation percentage??? Basically the same formula as PP is based on added acreage.
Ok some don't certify but they could do a little more work and prove yields along with show acres intended.
Anyone with added acreage would be protected. Anyone forced to PP would be protected. Anyone with a drought would be protected. Doesn't screw anyone from outdated base acres. Doesn't pick winners and losers. Doesn't impact this years planting decisions.
Most importantly it doesn't distort the market.......
You should get paid on what you produce. After all those are the bushels you were suppose to “market”. What they did last year is what they should do this year |
