Is the radar plugged in and working?  On a red tractor there is a weatherpak connector under the cab on the right hand side close to the radar to plug in it.  If its not plugged in the speed reading will come off the transmission.  I believe one way to know what your speed source is is to look if you have any slip.  Slip can only be calculated if you're using radar/gps speed.
