 NS Canada | Could be, all calves get a shot here when they're born.
If they had a tough birth it can take them a few days to get up, but more so if you used a puller. You'll also usually see a swollen tongue, or blood shot eyes if you hold their eye lid back, in those tougher births. & Normally if you stand them they'll remain there like a saw horse, until they try and take a step, and then fall over until they get their motor skills to match their strength.
If they're just too weak to stand and its been fed, I'd lean more towards selenium deficient, if the cow is in decent shape and didn't starve the calf in utero.
