Northeast Missouri		We've bought either off-lease or wholesale buyout computers like that...

Have one right now that displays a custom BIOS message when it starts up: "Riverside DPSS" (Riverside, CA Dept. of Social Services would be my guess.)

Gov't entities tend to replace completely good hardware which is astoundingly new. Especially for the price, I wouldn't be afraid of any of it.
