Subject: question regarding 80% rule on 200 amp Circuit breaker box

I have a 200 amp with two 10 hp fan and I wanted to add a new grain bin with two 10 hp motors so total HP would be 40 and my electrician said I would need a new service put in from meter. I have 250-250-250-3/0 RUST QUADRUPLEX ALUMINUM CONDUCTOR 600V URD burid that feeds the one 200 amp box and my thoughts are I have enough wire can I Tee in to this to feed another 200 amp box but I only need to use 80 amp so when the bin fans are running it would be a total of 160 amps. The fans start one at a time with 5 min intervals. Ideally I would like to run off of the one 200 amp that I have. I have space and would not run any more to this project. I will press him more but I need to get some other input first to help sort this out. PS this is single phase 240 volt thanks.
