southern MN | 20-25 is doable.
I would have some experience first, and I take off and land by the grove in a calm area. You certainly notice when it gets above the tree line and it works hard to stay stable.
Gusty would be more scary, steady winds you can work with that fast.
The sheer line that was 35+ was very bothersome but I managed to bring it back that day. Slowly. I wouldn’t have put money on it tho at the time.
