My state has a whole page of general permits that are sort of blanket allowances for discharges. I get it and understand it and why; but it seems to be something the general public doesn’t realize is happening all around them, from their own storm drains on their block, their own toilets, etc.
Or like me too, it’s easier to point the finger at other groups. But then, I would never be like that would I. *
