I am in a very low pH area where you have to apply ag lime every few years. There is a neighbor not far away who has put pell lime down with the dry fertilizer boxes on his planter and been successful at it. The process is a bandaid at best.

The key is to get it close enough to the seed and plant to do some good but not right in the seed trench.  Strip tilling would work depending on what type of strip till machine you have. A mole knife depositing pell lime directly under the seed is probably not a good idea. Dry fert boxes putting the pell lime in a band 2 or 3" to the side or a Pluribus type unit mixing it in would probably work.

Spreading pell lime on the surface is likely a waste of money.  you could surface spread ppart of your aglime then cultivate it in. Surface applied moves slowly in the soil unless worked in.
