You're shorted somewhere, maybe an insulator is bad somewhere and sometimes it is just hidden in plain site. The reason your cord is blackened is because of high resistance there because of a short down the line. Solid wire works better than stranded wire. Household wire works just fine, it is only rated to 600v because of its insulation is thin at higher amps, up to 30amps. A 5 mile fence with no short will likely be below 5 milla-amps and the insulation can take that no problem even at 8000v.
