Actually the consumer doesn't pay the tariff. The importer of the product does. That cost could later be passed on to the consumer. Other examples is the cost is taken away from the producer( US farmer soybeans). You give Trump more credit than I can, I honestly don't think he realizes who pays judging by his many comments saying billions are coming in from china. I still agree we have needed to do this for a long time
