You need to provide a lot more documentation than a certified birth certificate to get a secure DL. Are you sure you have a real ID?

Typically, you'll be asked to provide your Social Security Number and date of birth and/or provide a copy of your driver's license, passport, or other valid photo identification to prove your identity, or a sworn statement proving your relationship to the person whose certificate you're ordering.

Unless this clerk knew you personally, and knew exactly who you are, it sounds like this clerk should be fired, they did not do their job. You should have reported this person to a supervisor.
