Maybe take an old section of cattle panel and staple it down to the trailer deck or cut some strips wide enough for the tires. Wouldn't cost a lot to try. Might still need some sand anyway.

Just strap them down with ratchet straps. Easy to take off when they get dirty and get packed full of ice clean it off put them back down the way you go again. May not be pretty but it works.greats from an old hog confinement also work well.
