It is little appreciated by people that states and counties do have some influence on USDA/USFS policies on land management. Starting in the 90's, the land management agencies had to start taking account of local land management planning and policies with writing up EIS's for timber harvests, grazing plans, etc. This means that prescribed burns now need to take into account local air quality management planning issues.

We figured this out in Nevada, where we had no local regs. The BLM pretty much did whatever they wanted - until we discovered that we could cause the BLM to adapt their planning somewhat to take into account local regulations and land usage/management plans.
