The shop should have replaced that check valve that the return line attaches to on the top of the pump. If you want to make it run, remove the ball and spring in that fitting completely It does change the advance curve a little but tractor will run fine with nothing to catch debris from the governor drive ring next time it starts disintegrating. It will eventually plug the return line though.
