If he would have put it inside your house or a vehicle the bag wouldn't have been needed either. Packages don't belong outside.
Catch 22....... Fed-ex person in your vehicle or shop,garage,what ever.
Would get, blasted, fired or accused of a crime. They can't win.
Kudos to him/her for putting in a plastic bag.
If you get quite a few parcels, you should consider a weather tight container for them.
