Ok. Are the two stock tanks connected by open pipe between them so they stay at the same level and one float fills them both or do they each need their own float? Not that it really matters but I’m trying to figure out the layout of your system.

If it works the way I think it does I think you were on the right track with your valve but the valve opening pressure was too high. Does it need to be 30psi opening pressure? Is there really that much back pressure. If not the type of adjustable valve that dri showed would likely work well. You might need a bigger version of it or more than one to get the bypass flow you need. You could dial in the pressure so that it just barely stays shut when filling the tanks. One thing though is that unless your water is very soft I would suspect that mineral buildup would cause it to leak after a while. It might not matter anyways, but it will probably leak a bit.
