Is the line after the plate cooler really at that pressure or is it just at that pressure if it is restricted/ dead ended. If I understand correctly I would plumb the line to the tank as low as possible on top of the tank to a high volume float valve in the tank. Have a tee on the line on top of the tank and route the discharge line as high as possible so that the water will want to discharge into the tank first, until the float shuts off, at which point the water will then go through the discharge line.

That will work fine as long as stock tank bypass is lower and has enough fall to let water get away from area,so it doesn't create a wet hole around tank. could also just put a pressure switch in the line so it dead heads into fill valve and shuts off. Will plate cooler keep it cool enough with pressure shut off?
