So the question I Pose to you is, if you are showing deficiencies in the plant is Boron, up taken by the roots going to go to most deficient area or newest growth? And how does supplemental Boron fulfilling the deficient parts of the plant through absorption not promote the movement of ground absorbed Boron up to newer growth or grain head.

It goes to new growth first.  B is a component of cell walls -- the plant can't grow without it.  There's no escaping it -- foliar B is useless on grass crops as well as some broadleaf crops.
