Yep, you should be able to if you can manage to get everything hooked up. You have two options with electric, either a PWM controller electric setup or just a standard electric pump hooked to an on/off the using a standard butterfly control valve downstream. A PWM would be your best bet and option but the other would work as well, just need to hook up a few more things. If going the second option you'd have to wire an on/off to the pump somehow, so depends if you go with just a manual toggle that you run yourself in the cab or find a way to tie it into the master switch of the JDRC and spray system.

One main consideration you need to look at also is will you have any other controllers running at the same time? An older rate controller? Since you stated it would be on a field cultivator I imagine the JDRC 2000 would be your only controller attached but just asking. You might want to make sure the JDRC 2000 is the only controller on there just to make everything happy, plus if needed you can control more than one liquid product through it as well.
