Not far from me they are spending a lot of my tax dollars putting terraces on a almost flat field. If a land owner wants a pond or terrace let them pay for it. I don't blame anyone for taking other peoples money as long as the government is handing it out. Shucks I take the senior discounts and tax exempt where available, but if given the chance I would vote against it all.
