Pretty easy when you you don't pay your citizens more than 3.50/hr to scoop nice cheap coal for nice cheap energy. That powers all those large factories that use 3.50/hr labor to produce export products. Profits stay with the government. Doesn't take a very smart person to figure it all out.
Now keep in mind if you make $2/day in China you aren't considered "in poverty"
