SC Wisconsin | I don't know if you can get everything you are looking at doing without spending some money. I use SST Sirrus for my scouting and recommendation platform. I pay for it and I think it will do most of what you are asking. What it doesn't do is capture 'as applied' data... But it does provide the details of recommendation/fulfillment records that are easily moved from office to field and back. Edit - Sirrus only works on iPad and iPhone. It does sync with Summit on PC computers in the office.
