We use tire tanks in the feedlot two of witch are done similar to what you have drawn up. They are the first ones to freeze up and give trouble. We have the heat risers that go up to the bottom of the tank and the tanks have a steel bottom. The water line goes threw the steel with valve just above the floor. Has given us very little trouble.
