large diameter double wall soil pipe - 18-24" at least down 6-7'.
don't bring your waterline up to to the top, port it out at the bottom of the tank, use a float on a chain or rod.
Put a shutoff accessible from the top of the soil pipe, and also a curb stop drain below the frost line so you can drain all lines and mothball if needed for the season.
Don't cut the top off the tire, just saw out a couple slots for them to drink.

The tank will build ice depending on how many cattle are drinking. The lines will not freeze up unless the float is bridged up by ice and the cows drink it empty exposing it to freezing air temps.
If it does freeze up it is usually just the first inch or two on the outside of the soil pipe.
I have about a dozen built this way and no issues, and use no power. I chop the ice in the am/pm and make sure the float is free. Cattle drinking and circulation will keep it going.

If it isn't being used then drain it and shutoff on the curb stop valve.
